What happens in Chapter 16.
Katniss and the squad move through the Capitol's underground tunnels to avoid the pods and cameras above ground. The mission shifts from a media stunt to something that feels like real war. Katniss starts to understand that Snow has turned the entire city into a death trap, and the squad has to navigate it like a real battlefield. Boggs is killed by a pod explosion, and with his dying act he transfers command of the Holo to Katniss. Mitchell is also lost. The group is now leaderless, hunted, and deep inside enemy territory.

Boggs Killed by Pod Explosion
A pod detonates and mortally wounds Boggs. Before he dies, he transfers the Holo to Katniss and tells her not to trust anyone, including Coin. This is the moment Katniss goes from figurehead to actual field commander.
Mitchell Lost to a Pod
Another squad member, Mitchell, dies when Peeta shoves him into a net trap. The death is sudden and shows how dangerous Peeta still is, even among allies.
Katniss Takes Command
With Boggs gone, Katniss has to lead the squad through the tunnels. She has no real plan, but she has the Holo and the authority Boggs gave her. The squad follows her, at least for now.
