What happens in Chapter 23.
The tar flood kills several squad members and forces the survivors to surface in a Capitol apartment building. Among the dead is Finnick, who is killed by the mutts released in the tunnels during the chaos. His death is sudden and brutal. Katniss uses her Holo to trigger an explosion that destroys the mutts but cannot save him. The surviving group, now just a handful of people, takes shelter in a Capitol citizen's apartment. The woman who lives there, Tigris, turns out to be a former Capitol stylist who now secretly supports the rebels. She hides them under her shop.
The beats worth remembering.
Finnick Dies in the Tunnels
Mutts swarm the tunnel and overwhelm Finnick before anyone can reach him. Katniss destroys them with the Holo, but it's too late. His death is one of the most significant losses in the book.
Survivors Surface in the Capitol
The remaining squad members climb out of the tunnels and find themselves exposed inside the Capitol itself, surrounded by civilians and Peacekeepers. They have to move carefully to avoid capture.
Tigris Offers Shelter
A former stylist named Tigris, who has had extensive body modifications to look like a tiger, hides the group beneath her fur shop. She hates Snow and is willing to risk her life to help them.
The moments you can actually use later.
Katniss Triggers the Holo to Kill the Mutts
Faced with Finnick being overwhelmed, Katniss makes the call to detonate the Holo, destroying the mutts but also sealing Finnick's fate. It's a decision she has no time to second-guess.
Tigris's Hidden Loyalty
Tigris reveals she was pushed out of the Capitol's stylist world by Snow and has harbored hatred for him since. Her willingness to shelter the squad shows that personal grievance can become political resistance.
What to carry forward.
Finnick's Death Changes the Emotional Stakes
He was one of the most beloved characters and a symbol of survival against the Capitol's exploitation. Losing him this close to the end signals that no one is safe, and the victory, if it comes, will cost everything.
Allies Exist Inside the Capitol
Tigris shows that not every Capitol citizen supports Snow. This matters for how students think about collective guilt and resistance within oppressive systems.
