Billy Budd

The protagonist. A young, handsome sailor of almost supernatural goodness. His innocence is genuine but also makes him blind to Claggart's scheming. His one physical flaw — a stutter under stress — becomes the direct cause of his death. He functions as a symbol of uncorrupted human nature placed inside a corrupt system.

John Claggart

The master-at-arms and the novella's antagonist. Claggart is intelligent, outwardly respectable, and inwardly consumed by an irrational hatred of Billy. Melville presents his evil as something close to innate rather than situational. He drives the plot by fabricating the mutiny accusation that forces Vere's hand.

Captain Vere

The commanding officer of the Bellipotent and the novella's most morally complex figure. Vere is educated, thoughtful, and privately convinced of Billy's innocence. He orders the execution anyway, arguing that naval law must override personal conscience. Whether he is admirable or culpable is the central debate the novella invites.

The Dansker

An old, experienced sailor on the Bellipotent who serves as a kind of weathered observer. He recognizes Claggart's hostility toward Billy and warns him, but in such cryptic terms that Billy doesn't understand. He represents the knowledge that experience brings — knowledge that comes too late or too obscurely to help.

The Chaplain

A minor but meaningful figure who visits Billy the night before his execution. He finds that Billy needs no religious comfort — Billy's natural goodness has already given him a peace that the chaplain's faith is supposed to provide. His presence quietly questions what organized religion offers when nature has already done the work.
