What happens in Chapter 10.
The engagement announcement does not satisfy Snow. Katniss sees him at a Capitol event and reads his expression: it is not enough. She realizes she has run out of moves within the rules Snow has set. Back in District 12, Peeta and Katniss talk more honestly about their future, and Peeta genuinely wants to marry her. Katniss does not know how to respond to sincerity when everything around her is performance. Then the announcement comes that changes everything: because of the upcoming 75th Hunger Games, which is a Quarter Quell, the tributes will be reaped from the existing pool of Victors. Since Katniss is the only living female Victor from District 12, she will go back into the arena.
