What happens in Chapter 7.
Back in District 12 after the tour, Katniss throws herself into hunting and tries to settle back into normal life. She and Gale spend time in the woods, and Gale pushes her to think seriously about running away. Katniss resists because she knows Snow is watching and because she feels responsible for the people she would leave behind. Then Gale is caught poaching by the new Head Peacekeeper, Romulus Thread, who publicly whips him as an example. Katniss, Haymitch, and Peeta rush to stop the beating. The scene is a turning point: the old, relatively lenient Peacekeepers are gone, and District 12 is now under a harsher occupation. Katniss can no longer pretend that staying quiet will keep people safe.
